In the current global development landscape, decision-makers must make tough choices about how to prioritize shrinking budgets. Implementers and practitioners must seek ways to achieve better outcomes with fewer resources. Donors must prioritize high-impact investments. Evidence has become even more critical to support these difficult decisions, and our work to provide knowledge about cost-effective solutions remains crucial. Now more than ever, 3ie’s commitment to improving lives through reliable evidence remains unwavering. As challenges mount, and as emphasized by our Executive Director, Marie Gaarder, at the recent IDEAS Conference (), we must stand together, adapt, and ensure that evidence continues to drive positive change. The need is urgent. Evidence can’t wait.
We ensure high-quality, on-time, and relevant research that supports evidence-informed action throughout the program cycle. We do this through a range of evidence generation and synthesis methods. There are many facets to the work we do, and our efforts are tailored to meet the needs of decision-makers in government, international organizations, funding agencies, and philanthropies. We are living in turbulent times, but we remain committed to our mandate. From deciding which interventions to fund, implementing and evaluating them, and determining the right evidence approach and its cost-effectiveness—we provide our stakeholders with the most practical answers every step of the way. Featured Studying women’s income and empowerment within a large-scale livelihoods program |

 | Women are at the centre of one of 3ie’s largest impact evaluations conducted in partnership with the Ministry of Rural Development in India and supported by the Gates Foundation. We are evaluating the National Rural Livelihoods Program, a major focus of which has been on women and their socio-economic empowerment. Over the past two years, as we rolled out surveys and collected both qualitative and quantitative evidence across nine Indian states, we met thousands of women who shared valuable insights, reflecting on their participation in income-generating activities, decision-making at home, their experiences as entrepreneurs, and the significance of community institutions that drive change in rural India. In this video launched on Women’s Day in March, a few women from Jharkhand, a state in eastern India, share how the program has impacted their lives. |

FeaturedStudying EBRD’s rapid support to banks during COVID-19 We evaluated the impact of the COVID-19 emergency liquidity support package provided by the European Bank for Reconstruction and Development (EBRD) on the performance and lending activities of banks in its countries of operation. This ‘Solidarity Package’ was designed as a rapid-response financing initiative to provide immediate liquidity to financial institutions, ensuring that they could continue lending during periods of economic uncertainty. Findings reveal that it had a significant positive impact, with recipient banks increasing their lending by an average of €1.6 billion per year compared to non-recipient banks.

Speakers included Wendy Toro, Corporación de Investigación y Acción Social y Económica (CIASE), Constanza Gonzalez Parrao, 3ie, Rithiny Teng, World Conservation Society, Cambodia and Aster Gebrekirstos, World Agroforestery Center (ICRAF).

3ie launched the Evidence Gap Map on Sustainable Energy at the 2025 SEforALL Global Forum—the first to take place in Latin America and the Caribbean, co-hosted by the Government of Barbados. Constanza Gonzalez Parrao and Cem Yavuz from 3ie presented at the session titled ‘Leveraging evidence to inform Sustainable Energy Policy, Planning & Investments’, along with experts from SEforALL and Rockefeller Foundation. Our Sustainable Energy EGM is a global public good that houses rigorous, evaluative, research and impact assessment evidence from the Global South, and related learnings and recommendations.

Evidence Dialogues: Accelerating Progress on the SDGs—Insights from the Development Evidence Portal | 18 March
With just five years remaining to achieve the Sustainable Development Goals (SDGs), 3ie hosted an Evidence Dialogues webinar highlighting the critical need for high-quality, accessible evidence. The session featured findings from a recent SDG evidence analysis conducted by 3ie and DEval, drawing on insights from the Development Evidence Portal (DEP), a global repository of over 19,000 studies. A panel of experts from global agencies discussed how public goods such as the DEP can better support policymakers and practitioners in using evidence to advance sustainable development. Speakers included Fréjus Thoto (ACED), Kerry Albright (UNICEF), Birte Snilstveit (3ie), Martin Bruder (DEval), and Mark Engelbert (3ie).

Featured Senior Research Fellow  3ie’s Senior Research Fellows Program includes experts from various sectors – including development, evaluation, policy as well as academia. This month, we feature Michael Bamberger, who, since retiring from the World Bank in 2000, has been an independent development evaluation consultant. He has consulted with 10 UN agencies, multilateral and bilateral development agencies, development banks, foundations, NGOs, and governments, on the evaluation of development policies and programs.
