At 3ie's 15th anniversary event, experts and leaders from the development community acknowledged that to enhance the use of data and evidence in policy and decision-making, there needed to be a recalibration of processes within institutions. Inter-American Development Bank President Ilan Goldfajn delivered the keynote at the event, co-organized with the Center for Global Development, where he stressed the need to cultivate an ‘effectiveness culture’. Echoing these thoughts, experts from USAID, FCDO, World Bank, Norad, Niti Aayog and Brookings spoke  about the challenges and what steps their organizations are taking to overcome the barriers.

Study of the COVAX Facility and Advance Market Commitment
 


The COVAX Facility and Advance Market Commitment (AMC) were initiated in 2020 with the specific aim of enabling equitable global access to COVID-19 vaccines. This experience has generated important learning that will inform the decision-making of major global health players. 3ie worked with a consortium led by Itad to conduct a baseline review and formative study of the design, implementation and emerging results of the COVAX Facility and AMC to support accountability and course correction. Strengthening resilience against shocks and stressors in L&MICs

Interventions to increase resilience in adaptation, mitigation, and recovery from covariate shocks, stressors, or recurring crises in low- and middle-income countries have become increasingly common. But we still do not know enough about the characteristics of empirical evidence on the effects of these interventions. At a recent event hosted by British Expertise International, we launched 3ie’s Resilience Evidence Gap Map (EGM) and report that address this knowledge gap and help us understand which interventions and outcomes the available effectiveness evidence in this sector has focused on so far. The map, which includes 362 studies, shows for which areas we know what works, and for which we need additional evidence to help strengthen resilience programming. It has been created alongside three other EGMs on nutrition, agriculture, and water, sanitation and hygiene. This research is led by 3ie and with support from USAID’s Bureau for Resilience and Food Security, via a partnership with D-Lab at the Massachusetts Institute of Technology. Read more about our work on resilience here.

Understanding the impact of a humanitarian cash transfer program in Colombia

Cash transfers are well established as an effective development tool that can improve human capital outcomes among poor and vulnerable households. But how effective are these to support displaced populations? Our most recent impact evaluation of a cash assistance program in Colombia addresses the urgent imperative of understanding how to effectively support crisis-affected individuals. The country has seen a mass influx of migrants – Venezuelans and Colombian returnees – and the ADN Dignidad Program provided up to six months of unconditional multipurpose cash assistance transfers to approximately 220,000 such individuals.

Our findings show large and significant effects of the intervention on reducing both the severity and prevalence of food insecurity coping strategies and food consumption practices participants adopted in emergency situations. The results are useful for humanitarian organizations, the international cooperation community, the national government and local and regional governments in Colombia to define humanitarian responses for the migrant population.

The Agriculture, Nutrition and Health (ANH) Academy 2023 Conference | Online and Malawi
19-30 June

ANH2023 will take place through a combination of online, in-person and fully hybrid formats in Lilongwe, Malawi. It will feature learning labs; a series of training sessions and workshops in interdisciplinary agriculture, nutrition and health research and practice; and a research conference; special plenaries and keynote speeches, as well as side events, community discussions and socials. We will be presenting 3ie's research findings from the rapid evidence assessment work on women's empowerment interventions with the food system; from the systematic review of fiscal policies on nutrition in addition to sharing the learning from continuous monitoring of the evidence in this sector. gLOCAL 2023
3ie participated in panel discussions as part of the just-concluded gLOCAL Evaluation Week 2023 convened by the Global Evaluation Initiative (GEI) together with local and global partners.
